In 1998, those documents created and collected by USCAR—the so-called USCAR Records—were made available for public viewing by the Okinawan Prefectural Archives. The USCAR Records, which amount to a staggering 3.5 million pages, were initially collected by the US national Archives. Why such a huge collection of documents was preserved in the first place?
