 note = {pdf, 本稿は、福岡共同公文書館での勤務経験を踏まえ、所蔵資料の利用がスムーズに行われるためには、どのような準備が必要とされるのかを考察したものである。まず、行政利用と一般利用の場合における所蔵資料へのアクセス方法の差異を確認し、共同公文書館が提供する検索方法は、行政利用の場合に焦点を合わせて構築されていることを指摘した。そのため、一般利用による者の希望に応えるには、一旦レファレンスとして預かり、職員が調査を行う必要がある。利用者の利便性の向上という目的の他、レファレンスには利用請求書の受理以降、特段の理由がない限り15 日以内で利用決定通知書を発行しなければならないという制約に、館が対応するための役割も果たしていることを指摘した。だが、利用請求資料の内容審査について、場合によっては移管元自治体への照会も必要になるにもかかわらず、条例において15 日以内という期間で設定されているのは何故か。その点を検討すると、福岡県共同公文書館基本構想および福岡県共同公文書館基本計画における提言があった。迅速な利用のためには、移管時における移管元自治体の内容審査が必要だと述べられていたのである。迅速な利用のためには必要な下準備であるが、これを可能とするためには、共同公文書館において、利用を担当する総務企画班と資料の受け入れを担当する文書班の密なる連携が必要になると考える。

This paper discusses those factors which make material stored as the Fukuoka Communal Archives accessible to users. I have based my observations on personal experience working in this very institution. First, I will discuss differences in accessibility depending on whether the user is part of a governmental body or a private individual. I will show, in particular, how search methods adopted by this institution have been developed mainly with governmental agents in mind. Consequently, private individuals wishing to search the archives must submit a request to staff members working at the reference desk, whose job it is to then retrieve the relevant materials. These materials cannot be retrieved immediately; it takes several days before the user is able to view the desired material. The Fukuoka Communal Archives endeavors to notify private users of the availability of materials within fifteen days (some exceptions apply in special cases) of the user’s initial request. This is meant to improve accessibility, as well as increase the speed with which requests are processed. In some case, it is necessary for a request to be approved by the Autonomous Comity of Transfers before it can be granted. Even when the time needed to complete a request is thus extended, the same fifteen-day rule is nonetheless in effect. The “Fundamental Concept” as well as the “Fundamental Plan of the Fukuoka Communal Archives” recommends that, in order to speed up this process, it is necessary to have a number of preparatory measures in place. This, in turn, calls for highly coordinated communications between those in charge of accepting requests for potential users of archival material and those in charge of dealing with the delivery of that material.},
