 note = {pdf, 本稿は、明治太政官期の農商務省の文書管理を分析するものである。明治太政官期の文 書管理については、歴史学とアーカイブズ学の双方において、多くの研究が積み重ねられ てきた。しかし、その多くが、個別の官庁内部の検討にとどまっているため、何が各官 庁の個別的な特徴であり、何が同時代的に普遍性をもつ事柄であるかは、十分に明らか になっていない。また、日本の官庁の特徴である、稟議制による意思決定過程の解明も、 未だ不十分である。
 　そこで、本稿では、明治太政官期農商務省の文書管理を、以下の３つの視角から検討す る。第一に、稟議制による意思決定過程の中の、決裁と「勘査」（決裁前の文書審査）に 着目すること、第二に、農商務省の文書管理を、上位の官庁である太政官と比較すること、 第三に、農商務省の文書管理を、同格の官庁である内務省と比較することである。以上の 検討によって、文書管理のどのような点が農商務省の特徴であり、どのような点が明治太 政官期の官庁に普遍的な特徴であるかを、具体的に明らかにする。
This article discusses document management of the Ministry of Agriculture and Commerce under the Dajokan system in the early Meiji era. There are many studies about document management under the Dajokan system in both history and archival science. However, there are two issues left unanswered. First, it has not been completely clarified what was the characteristics of an individual government office, and what was general in the early Meiji era. Second, it has not been completely clarified the Ringi system, which is the bottom-up decision-making system characteristic in Japanese government office.
 Therefore, in this article, we discuss document management of the Ministry of Agriculture and Commerce  from three perspectives below. First, we focus on the relationship between the Kessai (decision) process and the Kansa (the examination of documents done before Kessai) process in the Ringi system. Second, we compare the Ministry of Agriculture and Commerce with the Dajokan, which was the Senior government office of the Ministry of Agriculture and Commerce. Third, we compare the Ministry of Agriculture and Commerce with the Home Ministry, which was the appositional government office of the Ministry of Agriculture and Commerce. By those, we clarify what was the characteristics of the Ministry of Agriculture and Commerce, and what was general in the early Meiji era about document management.},
