It is in the case of giving commandments by a monk at the time of Jukai, and contents are especially limited terms for a confession, and it is to reflect whether someone did not violate commandment or not and to confess. Also there is a case that it refers to Gensetsu itself which was given instructions at a performed place of Sekkai.
