 note = {pdf, 政党史料は、公文書や政治関係者の個人文書と並ぶ重要な政治史料であるにもかかわらず、その実態はあまり知られていない。そこで本稿では、若干の政党史料を有する国立国会図書館憲政資料室の史料を検討することにより、政党史料の管理・保存の現状について考察し、さらに将来的な収集・保存に対する見通しを提示した。始めに、同室の政党史料を、出所に基づいて「個人旧蔵史料｣、｢政党旧蔵史料｣、「国立国会図書館執務資料」に分類し、それぞれの特徴を把握した。続いて、比較的まとまった史料群として、政党旧蔵の史料である「新自由クラブ関係文書」に焦点を当てて詳察した。その結果、次のようなことを見てとることができた。(1)政党史料としてある程度の網羅性が期待できるのは、政党事務局などが一括して保管していた政党旧蔵史料である。（2）しかしながら、そのような史料群でさえ、実際には政党組織体の文書作成活動を必ずしも充分に反映していない。その理由として考えられるのは、i)政党による文書管理が不充分である可能性、ii)政党自身が保存・公開を望まない文書は、予め史料群から取り除かれている可能性、などである。（3）加えて、史料保存機関に史料が収蔵されるのは政党解散後であることが多く、その党の歴史が長い場合などには、網羅的な史料群が残りにくい可能性がある。また、保存に意欲的な政党関係者が存在していることが必要である場合も多い。（4）他方、個人旧蔵文書等の中に、部分的であれ政党史料があることがあり、政党自らが保存対象としない類の史料をも含んでいる場合もある。また、党内特定部署や特定活動のみから生じた史料が史料保存機関に収蔵されることもある。これらは、政党から一括して引継がれるような史料群を補完し得る。（5）ただし、今後はやはり政党自身による積極的な管理・保存意識が求められる。

Documents brought about or accumulated in a political party can make valuable historical records of Japanese politics, but yet little have been known about them. To present this, and then to view some  prospects for collection and preservation of these documents in the future, this paper examines partier documents preserved in Modern Japanese Political Materials Room of National Diet Library, trying to find out how these documents are originated and kept in a party and how they can finally make archives in the archival  institution. In this paper, parties’ documents in Modern Japanese Political Materials Room are classified into three groups according to their provenance; documents contained in personal papers, documents transferred from parties’ offices, and non-current reference materials of National Diet Library's office work. The characteristics of each of these groups are viewed first, and the none of the collections transferred from parties, New Liberal Club Papers”, are focused on and looked into.
The following are the major inferences led by these examinations. (1) Documents transferred from a party to an archival institution can form the most comprehensive record group. (2) However, even such are cord group actually tend to have lost a significant amount of documents. The likely reasons for it are, for example, the inadequate way of keeping records by a party, or the possibility of party's taking away the records they do not want to opened in an archival institution. (3) Besides, it is often after a party's dissolution that its records are transferred to an archival repository, and the documents of a party with a long lifetime tend to be left in sufficiently. (4) On the other hand, there are sometimes a party's documents contained in a personal paper, which the party itself would not want to let into archival repository and be open also, there are sometimes the opportunity of documents of a particular section or an activity of a party (dissolved or alive), transferred into an archival institution. These can supplement the more comprehensive documents such as are cord group transferred from a party's own possession.},
