In order to establish an archives organization as one function of the government, there must be an agreement on its role, especially as a center of knowledge management and as a supervisor of the record management practice in the government. If records stay regarded as a monumental material of the epoch-making incident for the state, it would be impossible to keep them as evidence of the government's activity for the long term. If, furthermore, the archives organization is not allowed the authority to control record management style throughout the governmental organizations and agencies, it would be impossible to establish the government-wide rules to control the production and preservation of business records.
