 note = {pdf, 「専門職員」規定が設けられた公文書館法が施行されてから約20年が経過したが、我が国のアーカイブズ界において、いまだ専門職制度は確立していない。しかし、文書管理・史料保存への関心の高まりから、公文書館法施行以来20年の間にアーキビストの養成を行う機関や制度は徐々に整備され、また「公文書管理法」の成立を背景として専門職問題は近年再び活発に議論されるようになった。

では、アーカイブズの現場職員はどのような状況に置かれているのだろうか。専門職問題を議論する前提として、アーカイブズに勤務する職員を取り巻く実態をきちんと把握しておく必要がある。そこで本稿では、都道府県アーカイブズを対象に、議論や制度の経過などを踏まえつつ、過去の調査や筆者独自の取材結果をもとに、アーカイブズにおける人的問題の現状分析を行った。

分析の結果、アーカイブズの現場は人員の確保・養成などの側面において、多くの問題を抱えていることが明らかとなった。そうした問題の解決に向けて、アーカイブズ界は、あるべき専門職制度の共通認識を早急に形成し、既に専門的な知識・技能を有している職員に対して人事上の配慮がなされるよう行政当局へ訴え、制度設計の提案などを行っていく必要がある。しかし何よりも重要なことは、アーカイブズ・アーキビストの役割を市民や行政に知ってもらい、その存在の重要性を認識してもらうことだろう。

Almost 20 years had it passed off after the Public Archives law of Japan with the regulation of professional staff had been effective. Yet professional system in archival field is not consolidated however, in this 20 years, behind of surging interest in archival preservation, archivist educational institutions are slowly established. And the enactment of the related law made professional personnel affairs discussed actively again.
Whilst, how situations are the archival staff now in?
Firstly we should catch the precise circumstances around them. This paper, which intends to prefectural archives in Japan, introduces the analysis on the issue of human resources referring to the reports of previous examinations and of writer's own.
In the end, the problems will be clearly shown, which the floors of archives have in aspects of human resource affair on procurement, training, etc… Solving the problems, we have to implement prompt formation of shared awareness on appropriate system of professional staff to appeal governments on personnel foresight for staff who has professional comprehension and qualification, and to propose reformed design of institutional arrangements.
Never the less, what is most important to do, the role and significance of archives and archivist should be recognized by citizen and government.},
