But phases in this essay are restricted within keeping and using. This example is ‘goshuin’ (a kind of royal charter with read seal) of Japanese kings in the end of 16 Century and the beginning of 17 Century at a small town Oumi-hachiman in early modern Japan. Conclusions are as follows;\n1.'Goshuin' were kept in the closed system, and apotheosized by upper class of this town.\n2. Lower class demanded equalization of accessing ‘goshuin’ in 1823.\n3. At this opportunity, goshuin became from the obscure evidence to the clear evidence of the privilege of exempting from several kinds of national labor.
