Reign system in the early modern ages called \"control by the documents\" supposed the ability of reading in community. At the same time, documents had been managed and preserved in community for evidence and reference. In the l9th century, the number of villagers who entered elementary educational institute and knew the character had increased further. It was due to necessity for using character increasingly by the growth of commodity economy.
