It mainly analyses documents called demizu ikken, a set of records on disasters brought by floods in early modern Japanese metropolis, Edo. It limits its scope to the enquiry of what kind of documents were created and how they were used in relation to the administrative problem of devising measures against floods. Analysis is of these documents highlights a shift in focus from accumulating the records of precedents to compiling a reference manual for flood disasters. Such a shift occurred probably because this particular set of records concerned not so much ordinary administrative routines as emergency measures against disasters which required swift responses.
