| 内容記述 | 近年、自治体財政の悪化などを背景とした公共施設への指定管理者制度導入が増えており、文書館類縁施設である博物館や図書館でその傾向は顕著である。そうすると、特に文書館が未設置の自治体では、民間アーカイブズの保存維持が指定管理者制度の下で行われることになるが、この問題に関する具体的な議論はほとんど見られない。そこで本稿は、沖縄県公文書館と吉野作造記念館を例に、指定管理者制度の下で民間アーカイブズの受入・保存を行う際の制度設計のあり方について考察した。沖縄県公文書館では指定管理者制度導入時に文書資料の管理に関する制度改正が行われたが、その改正意図からは、指定管理者の役割を文書資料の選別・受入・保存に関する専門性に求める自治体側の明瞭な認識が読み取れた。この点で同館の事例は、文書館運営に指定管理者制度を導入する際の範例として参照することができる。一方、吉野作造記念館における文書資料管理は、文書館施設に対する行政側の認識・関心の低下という指定管理者制度の弊害に対応した様々な工夫を取り入れていた。公立の文書館施設が指定管理者制度の下で民間アーカイブズ保存の受け皿となる際には、前者のような指標とすべき範例を踏まえつつ、後者のようにその施設が抱える課題の解消に必要な要素を取り入れることで、その制度設計は適切なものとなるのではないか。 | |||||||||||

| 内容記述 | In recent years, a designated manager system has often been introduced in archive-related facilities such as museums and libraries. Therefore, this paper examines the mechanism for receiving and preserving private archives under the designated administrator system, using the Okinawa Prefectural Archives and the Yoshino Sakuzo Memorial Museum as examples. At the Okinawa Prefectural Archives, along with the introduction of the designated manager system, the document management system was reviewed. From the intent of the revision, it was found that local governments clearly recognize that the role of designated administrators is to specialize in the selection, acceptance, and preservation of documentary materials. Therefore, the case of the Okinawa Prefectural Archives can serve as a universal model. On the other hand, at the Yoshino Sakuzo Memorial Museum, various measures were taken to deal with the harmful effects of the designated administrator system, such as a decline in administrative awareness and a decline in interest in archive facilities. When public archives become a receiver of private archives under the designated manager system, it is better to refer to a universal model such as the former, while at the same time solving problems unique to the facility like the latter. |
