内容記述 | 本稿は、韓国における大統領記録物の管理と大統領記録館の設立に関する経過と展望について、既存の研究や議論をふまえ、論じたものである。まず、歴代大統領別に、大統領記録管理の規定、政府及び民間が所蔵する大統領記録物の状況を具体的に検討することによって、政権の変動が記録物に隠蔽や毀損などの深刻な影響を及ぼしていることを提示した。第二に、大統領記録の引継・引受について、現行の記録物管理法に照らして検討し、その実施による収集成果、問題点についてみた。第三に、民間で所蔵される大統領記録物と民間設立による大統領記録に関する施設の経緯をたどって、従来の大統領記録館設立のための法律規定と未備点を検討しつつ、今後の韓国における大統領記録館設立の方向性を探った。韓国大統領記録物の管理と大統領記録館の設立の動きは韓国における民主化の発展とともに歩んできたものであることをふまえて、政府レベルでの諸課題遂行が重要である。 President Kim Dae-Jwoong's records was first transferred to National Archives according to the Public Records Management Act in February, 2003 in Korea. Presidential records is important records which are composed with reports, documents signed by presidents, presidents' memo made during the major policy making process. There has been eights presidents in Korea. They were Lee Seungman, the first president, Yoon Boseon, Park JungHee, Choe Gyuha, Jeon Doohwan, Roh Taewoo, Kim Young sam, Kim DaeJung. Each government had its own regulations about presidential records management, but presidential records hasn't been properly managed because of the illegitimate change of regime like the separately established North and South government, a prolonged one-man rule and a military coup. Major presidential records were disposed since presidents could be in personal danger, or else there was a possibility that the records could be leaked out. Therefore private organizations their surviving families and the key officers, got hold of records of former presidents. As of now, the Presidential Archives can be set up under the umbrella of National Archives under Article 8 of the Public Records Management Act. President Kim Dae-Jwoong Library was already established by a private organization and erection of President Park Junghee Library was discouraged. Even if there is provision of Article 8 in the Act, not all the presidential records can be preserved permanently and in actuality Presidential Archives was built by a private organization. To manage presidential records, Korea has some problems awaiting solution. The solutions are that the regulations affecting restriction an access of confidential records are provided and procedures of taking over the documents need to be altered, and provision of Article 8 in the Act should be changed from optional to mandatory. There should be a change of attitude towards the permanent preservation of presidential records. In addition to that, we need to prioritize the collection of president-related records scattered among the local community. Restoring the historical records vital to policy making process should be the number one priority. |
