| 内容記述 | 本稿では山形県における文書館設置計画が挫折に至る過程を検討し、その要因と今後の課題を考察する。 現在までに三分の二の都道府県では文書館が設置されており、関係者によって設置までの事例報告が行われている。一方で文書館未設置の県においても、これまでになんらかの計画進展がみられた。しかし設置に至らなかった経緯や理由、現状といった課題についてはほとんど明らかにされていない。本稿では主に情報公開制度を利用し、部外者の視点からこの課題を検討する。 山形では、1970年代の県庁移転を契機に研究者を中心とした文書館設置運動が始まる。1980年代には行政内部でも設置計画が進展し、1990年代前半には50億円規模の設置計画が完成した。しかし1990年代後半以降、県財政悪化とともに計画は縮小され、現在では白紙状態にある。また2000年以降、「歴史的文書」として保存されてきた史料の大量廃棄、｢歴史的文書」保存冊数の激減などが問題化している。 この過程を検証することで、1評価選別体制の再構築、2文書館の多面的な有用性のアピール、3現状に合わせた設置計画の再考、4研究者と市民レベルでの意識向上、の4つの課題が明らかになった。今後文書館制度を全国に広げるためには、他の文書館未設置県においても従来の計画や推移を外部から再検討し、課題を抽出していくことが重要である。 This paper describes the establishment plans of Yamagata prefectural archives. Until now, two-thirds prefectures in Japan have set up archives and several studies have been made on these establishment processes. Meanwhile, other a third have planed to establish archives. But these plans have never been studied so far. The purpose of this study is to clarify how they have developed and why failed. Therefore, I used the Freedom-of-Information Ordinance to examine these problems in the case of Yamagata. In l973, the movement to establish the archives was started by some intellectuals when new prefectural office building of Yamagata was constructed. In the first half of l990's, the establishment plan estimated at five billions yen had been ready, but it was scaled down in the latter half. Now it becomes a complete retraction. Further more many problems in local archives administration appear such as the abandonment of the archives. Finally, I state the following four points to realize the plan. The first is reconstruction of the appraisal and selection system. The second is diffusing various usefulness of archives.The third is reconsideration the establishment plan to adapt to the financial condition. The fourth is increasing public awareness of archives in Yamagata. |
