| 内容記述 | オーストラリア・ヴィクトリア州の公文書館PROV:Public Record Office Victoriaは1990年代末に電子記録管理の標準であるVERS:Victorian Electronic Records Strategyを発表し推進していることにより、アーカイブズの世界では広くその名を知られている。電子文書をベースにした業務遂行の比率が年々高くなりつつある現在、これは参考にすべきひとつのモデルである。しかし注意しなければならないのは、VERSの背景には連綿とつづく紙ベースの文書管理の組織文化がPROVおよびヴィクトリア州政府にそもそも一定以上のレベルで根づいている状態があるということである。入植初期の時期のヴィクトリアにおける政府や民間の記録や文書をめぐる動きを見ると、そこには（1）組織活動に関して組織外部に報告しなければならないという必要性、（2）組織活動に関して複数の部署にまたがって情報を共有しなければならないという必要性、（3）組織、とりわけ政府に蓄積されてきた記録や文書をもとに歴史意識やコミュニティのアイデンティティを補強したいという欲求が強く働いていることかわかる。VERSについて考える場合にも､電子記録の問題だけでなく、このような記録や文書をめぐる組織文化のあり方にも注意を払う必要がある。 Public Record Office Victoria is well known in the world of archives for its VERS: Victorian Electronic Records Strategy. If we want to examine effectiveness of VERS as a tool for dealing with electronic records, we must understand not only how VERS works as a standard for electronic records, but also how VERS has emerged out of Victorian culture in record keeping Record keeping in Victoria had three aspects in the early colonial period. The Governor was obliged to report how they managed their task to his superior or British Government. Staff in various sections of the Government had to share knowledge and information each other. Reporting and sharing were two aspects of the record keeping at the time. The third aspect of it was that keeping records at their hand was keeping memory and identity as Victorians. Keeping record has its roots in keeping organizations accountable and communities stable. We have to know to keep and classify records is to keep records as a tool for organizational management. |
