| 内容記述 | 文部省史料館および国文学研究資料館史料館のインスティチューショナル・アーカイブズである「史料館レコーズ」は、作成後30年を経過した文書から現国文学研究資料館閲覧室で公開されている。この資料群のなかに、いくつかの省庁や府県の文書管理規程が書簡とともに一群をなして存在する。なぜ、これらの資料が残されたのか。原議書綴や関連の文書から、欧米の文書館も参考に、国のアーカイブズであることを意識して、活動していた史料館の姿か浮かび上がってきた。本稿では、史料館草創期に学術資料保存の強い熱意から公文書館的機能の拡充を文部大臣に提案した史料館評議会の関係文書や、評議会の母体となった学術資料分科審議会の議事録などから、文部省史料館の公文書館的機能拡充構想についての文書を中心に紹介する。また、機能拡充構想と密接に関連する、官庁と都道府県に対する公文書の整理保存状況の調査関係書類から作成した一覧表もあわせて紹介する。なお、文部省史料館の正式発足は昭和26年5月のことであり、すでに60年を経たことになる。ひとつの節目と考え、学術的に重要と判断される史料を紹介することにした。 Shiryo-kan Records is the institutional archival materials of Shiryo-kan , the Historical Documents Institution, the Ministry of Education, which became the Department of Historical Documents, National Institute of Japanese Literature, and closed in 2004. It has been made open to public since 2006, though access to some documents is restricted. It holds some record management regulations along with the supporting documentation from certain central and local governments. Why were they saved？Examining the draft proposals and relevant documents leads us to the fact that the Shiryo-kan operated with the consciousness that it should function as the National Archives, using the Euro-American archives as its models. In this paper, we will explore the documents that represent its expansion scheme for functioning as the National Archives, such as the early documents of the Council of Shiryo-kan, which include the proposal to the Minister of Education, that show their passion for the preservation of the academic materials; as well as the minutes of the Science Encouragement Council Division on Scientific Data. We will also show charts compiled from the results of the public record survey closely related to this scheme. It has been over sixty years since Shiryo-kan was officially launched in May l951. We take this opportunity to appreciate its continuing legacy by presenting the documents of academic significance. |
