| 内容記述 | 2011年の「公文書等の管理に関する法律」の全面施行は、日本における公文書管理制度に大きな変化を齎した。こうした公文書管理制度が法令によって制定された背景には、それまでの行政機関における公文書管理の不備が、国民の権利を侵害し、国民に対する説明責任を全うできなかったことにある。 本稿では、戦後外務省が作成・取得した文書によって形成された外交記録を検証対象とし、以下の三つのことを明らかにする。第一に、戦後の外交記録公開制度が如何に整備されたか。第二に、占領期における外務省の文書管理と外交記録の特徴とは何か。第三に、外交権回復後における外務省の文書管理と外交記録の特徴とはなにか。これまで戦後の文書管理が本格的検証にされていないなかで、戦後外務省が国際情勢の変化にどのように対応したのかという問題を文書管理という側面から明らかにすることとしたい。 Putting in force of “Law on the management of official documents etc.” in 2011 originates big change in management system of official documents in Japan. This big change is caused by defect of management of official documents by government. And this defect had been violating citizen's rights. The government could not perform a duty related for citizens of course. This paper is about the validation of diplomatic record conducted by Japanese Ministry of Foreign Affairs. With this validation, we can check 3 points following. The first, there adjustment process about the opening system related diplomatic record to the public in post war. The second, inoccupation period, what the characteristic of the diplomatic records and documents management is．The third, in recovery period of diplomatic privileges, what characteristics of the diplomatic record and document management is. This verification is intended to clarify aspects concerning dealing with counter move of Japanese Ministry of Foreign Affairs in the international situation with document management problems. Because previous management of official documents in post-war has not been verified enough and has some defect. |
