| 内容記述 | 世界に大きく遅れていた公文書管理法制が始動したばかりの段階で、逆行する動きが広 がる懸念が生じている。2014年12月10日に施行になる特定秘密保護法である。すべての公 文書は秘密も含めて、国が目指す方向や理念に基づき、一定の基準のもとに作成、保存・ 管理、活用されなければならない。そのために、どのようなことが必要なのかを探った。 The Secrecy Protection Act will be enforced in December 2014. The problem of this bill that the secret specified may spread boundlessly. If historically important even if it is secret information, it needs to be someday opened to the public. The Public Records and Archives Management Act which was enforced in April 2011 guarantees it. However there are many issues which should conquer in The Public Records and Archives Management Act. I studied how to improve the guidelines that prescribe the practical use of the law. |
