| 内容記述 | オーストラリア・ヴィクトリア州の政府において、現用段階まで含む包括的な記録管理への理解が普及していったのは20世紀中葉のことである。こうした理解が進むにあたっては特に次の2点に関する合意が必要となる。すなわち、（1）政府の業務遂行に伴って作成される記録は、単にそれぞれの時期における画期的な出来事について後世に伝える記念碑的なものとしてだけでなく、日常の業務のなかで参照されたり、あるいは政府の業務遂行それ自体について広く説明する際に利用されたりというものとして重要であり、それ相応の取捨選択のうえで適切に保管されなければならないという点。（2）政府の業務記録を管理するということは、それを通じて政府各機関の業務遂行スタイルを管理するということにもつながり、この点で各機関が独自のスタイルにこだわるうちは適正な包括的管理は望めないという点｡これらの点に関する組織内部での合意は､組織の記録全体を管理するアーカイブズ機関の設置にあたって極めて重要である｡20世紀中葉のヴィクトリア州政府における記録管理に関する議論や提起される諸問題は、この点を理解するのに格好の事例である。 In mid 20th century, when some chains of efforts were being made, but not so much successfully, to establish an archives organization that should control records management across the government and preserve archives in the State of Victoria, Australia, the reappeared clear some points concerning the governmental archives. In order to establish an archives organization as one function of the government, there must be an agreement on its role, especially as a center of knowledge management and as a supervisor of the record management practice in the government. If records stay regarded as a monumental material of the epoch-making incident for the state, it would be impossible to keep them as evidence of the government's activity for the long term. If, furthermore, the archives organization is not allowed the authority to control record management style throughout the governmental organizations and agencies, it would be impossible to establish the government-wide rules to control the production and preservation of business records. This case of discourse inside and outside of the Victorian government makes us understand what kind of consensus is needed to establish an archives organization to control record management throughout the governmental organizations. |
